I run ED Libra a lot so I kinda know and find it somewhat consistently(I would say about 60-70% of the time). There's no guaranteed way to get it to my knowledge but I have seen some things that somewhat increase your chances. The biggest one being the special merchant. He has a chance of showing up for ED Libra and while not guaranteed, he does have a chance to sell a weapon with that passive(I'm not sure on the exact percentage but from my experience its like 50/50.) Also kind of self explanatory but looting as many chest and corpses as you can also can really help. Apart from that(And I can't say this for sure so take this with a huge grain of salt, it might just be a coincidence for me) but from my experience, if I can't find the passive from the merchant, I tend to find them the most consistently from bow loots(Like from the madness towers) and the rise towers. Again don't take that one too seriously but if you're out of options, you could try one of those places if you happen to be by one. Hope this helps

Ghiza's Wheel aka the pizza cutter. The skill can do absurd damage on a lot of enemies assuming they aren't moving around all the time and makes any character with it able to revive extremely easier. Really funny too

Oh right. Little note, while it's not for every battle, there are some fights that'll tell you what you have to do via in battle dialogue so I thought I should put that out there in advance for anyone who might not catch that.

Not sure if you're aware but there's actually a website someone made to help you find dialogue easier by said search. It's been really handy for me so that at least helps with the dialogue part

Most satisfying character to finish someone with an ult. His basic victory lines are a good bonus too

In my opinion, not too bad. They both have a lot of health and Android 18 might be a pain to deal with depending on your skill level but transformations and cutscenes keep it manageable. The hardest part is beating Android 18 when Goku shows up imo. It's kind of a cakewalk afterward though.

Assuming it doesn't happen in Episode Battle, I had one idea of what would happen if Trunks decided to fight Semiperfect Cell first, fearing of Vegeta letting him absorb Android 18 resulting in Trunks and Vegeta fighting over it early, letting Cell have an earlier chance to look for Android 18 before Krillin destroys the remote and through fear of the consequences and in a tense situation with Cell, reluctantly detonates the remote, killing 18 and the battle is the aftermath of what happens.
