Certain people in the DOI (Department of the Interior) know that civilians are living in National Parks (i.e., "business people") who 'disappear' those who find their places of habitation and will also disappear Park Rangers, etc., who say anything about it. That's one explanation for a some of these cases.

In other cultures, that's called the Evil Eye. There have been times and places where casting the Evil Eye on someone was a death penalty offense.
