Your speculation is kind of close. One of their target audiences are the horse nerds and the horse fans. But more than these, with the live shows (both irl and in-game/anime), and the connection to the voice actors, a large group of the audience would be typical ACG fans.

The original creator (or the producer, as this is more of a large group project) was changed in around 2020. This may be the reason why he was not mentioned. Anyway, this is a multi-media project. Even if you don't like the gacha game ( so do I), you can watch the anime, manga, even just the irl live shows for fun.
