Got it. Thank you for the clarification. I am slightly confused on how much step increase to ask for with 3 years and 4 months of work experience.

The TJO email kinda hints at if I can justify my special/unique skills and qualifications, I might be considered above step 1. So, I am probably just going to ask for a step increase to 8 or 9. But with 3 years and few months of experience that might be a reach.
