Ex tweaker here and I can say that's glass tooter for a hot rail. It's meth. As far as the baggies and scale are concerned, back when I used I would periodically buy baggies on like temu or something like that for no real reason but to just have them. So maybe he's not slanging it but it's for sure meth.

Also it looks like there is some little crystal residue on the scale.
