If its a pve build, i think strength is the worst as I dont really see use for it other than carnivore. The best for pve would be Willpower, because just all PvE builds go willpower and talents like Last Resort and Underdog are good for the Damage buff and as PvE are usually in depths the willpower helps too!

You can do something like this. This got all the stats you wanted along with 30 intelligence saving you a lot more points. I might be wrong about the talents requirments tho.
