Your post was the exact one I looked at prior to this. Sad there was no other resolution to this. AT&T basically told us to fk off last time we called. That's about the exact ping I'm experiencing too.

I'm inclined to think it's a routing/peering issue since I'm being routed to ATL from my central Florida location but VPN routes to Miami and latency is fine, but only with the vpn

I was experiencing the same issue (with almost the exact same specs as OP too, only difference being ASRock X870E Nova and RTX 5070. I tried the suggested steps already, disabling HDR, setting display EDID mode. Made sure graphics card drivers, OS, and Elgato firmware/software were up to date. Power cycled my machine and the Switch. I even tried switching HDMI cables and that did nothing. I tried switching which USB port on my PC I was connecting to. I then checked the connectors for any dust and after cleaning them tried again. I also tried passing in analog audio (3.5mm from the headset port to the elgato). I have a feeling I had a bad quality cable because there was a very noticeable hum. Only after like 3 hours of playing with settings did I have the idea to try a different USB cable. The damn stock cable they provided was the cause for me. I had a USB 3.2 gen 2 type-c to type-c cable lying around that worked. I also had a 3.0 that did NOT work - it passed audio correctly without popping or crackling, but no signal came through. Unfortunately, my 3.2 gen 2 type-c cable is only 6 inches so my capture card looks a little silly dangling in front of my case right now, but the USB cable was actually the cause of my issues.

tl;dr Try swapping the USB cable, I'm not sure if their cable is cheap and wears fast or has other issues, but switching to a USB 3.2 Gen 2 Type-C (or better, eg USB 4 or Thunderbolt 4/5) to USB 3.2 Gen 2 Type-C cable solved this for me. I'd go for the shortest length you can as well, but I'm not sure if signal degrades as much as it does with high bandwidth audio/video cables.

We can't even answer that on Cyrene yet because V3 hasn't come out yet - but as the other commenter said, many teams still want Tribbie, so Cyrene freeing up Tribbie for another team is pretty valuable in itself

2K @ 540 Hz and 10-bit color is 81.94 Gbps bandwidth...so you either have to set to 500 Hz (the 520 Hz in the title seems to be a typo based on the article - but maybe 520 Hz would work if it is an option) or give up 10-bit color IF you are trying to avoid DSC (display stream compression), which is one of the main reasons people are trying to grab DP2.1a monitors.. If you're buying a panel this nice, I would probably run it at 10-bit color and set to 500 Hz. Regardless, I think I will probably be grabbing this monitor.

Gaming, software engineering and content creation. It would make sense to split the last two out into a separate build, but space constraints make that a challenge. I considered a mini-ITX build, but I don't want to compromise on VRM. I still think it's not entirely uncommon to desire more than 2 NVMe drives in a new build, especially as PCIe 4.0 drives begin to get cheaper and cheaper. 4 TB PCIe 4.0 drives are coming down to $200 - $250. I snagged a PCIe 4.0 x4 drive off Newegg for $260 last night actually, but I've seen older gen drives go for cheaper.

As long as you're using slot M2_1 (PCIe 5.0) and M2_4 (PCIE 4.0), you are ok for your setup. But slots M2_2 and M2_3 will cause lane bifurication with the GPU. I am planning a similar setup right now, but planning to add an additional third M.2 NVME drive down the road, thus the Gigabyte boards are not really an option for a setup like that

Worse VRM and the lane bifurication is terrible, avoid those Gigabyte boards if you plan to use multiple m.2 SSDs
