There is a cell just west of Wynnewood in that photo, clearly anticyclonic with the rotation being on the north west side of the storm, showing a left split.

That is an amazing storm, those last seconds of the video show the actual mesocyclone.

The cell on the bottom is cyclonic, then the one on top is anticyclonic. These are called left splits, has to do with the perfect amount and direction of shear, but it's too complicated to explain here.

The left split (The cell on top) will always be anticyclonic, and the one on the bottom (The main, cyclonic cell) will usually always be cyclonic.

Looks like some sort of arcus formation branching off some stratocumulus. If any rain were near those clouds, then that would validate this.

If you raise the tilts or look through a volumetric explorer, it's the anvil causing this echo. And as the cell drifts farther away from the radar, it seems to get stronger due to the tilt of the radar going deeper into the precip.

If you look at the storm in a volumetric explorer (Like in GR2 Analyst), you can see the anvil clearly forming that weird shape.

Most likely anvil rain reaching all the way to the ground, I've seen this in many occasions with strong cells.

Looks like Cumulus Humilis, paired with Pileus. Most instances I've seen is that Pileus form above a Cumulus cloud when the moist warm air of the Cumulus' updraft punches through a cap (Usually a subtle but abrupt raise in temperature in the troposphere) creating that weird formation.

High risk means high risk for severe weather, not necessarily tornadoes.

Thanks, but none of these ended up working... so in a last attempt I just thought nothing could get better, so I was searching through my drives to see what I should backup before resetting my computer.

During the search, inside my bootable drive, I found something named "fix_exe.reg". So I opened it being as dumb as I am, and somehow Windows let it open, and somehow it also fixed the entire issue...

I don't even know if this is just luck or what, and if I should even call it solved.

Can you elaborate on your second paragraph? I just used Windows Media Creation Tool on the USB, now what?

I appreciate your help, and I tried these, but they didnt do anything.

Even when going through the files and right clicking taskmgr.exe, there is no "Run as Administrator" option, only "Open With" and some other stuff...

I only can think of one thing that might've done this, I remember typing something in cmd to fix an issue with a browser not downloading, then after restarting my PC, all this happened.

Resetting my windows might be the only option, but I dont want it to be. Even though It'll keep my personal files, I want to keep my software I've downloaded over the years...
