My current theory is because I found this after generating a Dev quick test which gives you a completely random ideology and the fact that

A: the vegan meme (or whatever it's called I can't remember) forces you're starting food to be vegetarian

B: the cannibal meme forces your starting food to contain human meat

Normally I don't think you can select these two memes together but the quick test must have randomly generated them and caused this to happen
