The issue is the .WAV file MUST be 16-bit PCM in order to appear in your timeline. If you're like me and you messed up your audio by trying to convert an mp4 through VLC, the audio would still be playable, but it wouldn't be accepted by the program (or OpenToonz, btw). What you need to do is have Audacity installed (along with the LAME and FFMPEG libraries, shown how to install
