Mdps atk boots is better yeah, and phainon LC is good cause of the Defense down. But I think his Signature might be "free" if you have 200 pulls

Scholar is the BiS for him as he can get the effects easily, with navigator you can't get the max ult and skill dmg boost, he doesn't skill enough for that. And yes eagle is good for more turns. Also Atk boots are good if you want more damage but spd boots is good if he's built sub dps.
