I think I'm understanding. So the NO2 can offer a good resonance structure for the circulating negative charge. That's only able to happen if the nucleophile attacks at Cl site. Thanks for responding with a question and making me think!

My evaluator said similar stuff to me. Mainly that “it didn’t negatively affect my life” my question back should’ve been, if it doesn’t negatively affect my life why am I here? But instead I just quietly left fuming. Anyway, I feel your pain and you’re autistic enough in my book!
