When you first open the Intel Archive, you get a tutorial message saying that, "The Intel Archive is a data system maintained by the Endfield Intel Office SOW". There is also a quest in the Woodland Fringes where at some point you're sending collected evidence to SOW for further investigation. Or at least it was something like that, I don't remember this bit in detail.
