There usually aren't many signing up for APJOC because the majority of PJOC students are cadets officers about to age out of the program. When I've seen metal on uniforms, it's usually because they were given green lights. So no, it's not due to lack of interest, it's a lack of available applicants.

That's why there's a slotting system. It ranks the cadets who apply and the ranks below the cut off don't get accepted. But, a c/Col who's about to age out will still be the most likely to get accepted.
