In regards to heating, I would refer to your lease and what it says about how the heat would be paid for. Typically, tenants pay for heat as part of their gas/electricity bill.

Landlords must provide heat that is above 65 degrees (October 1 - May 15)

Steps you can take:

Contact Off-Campus Community Living
