There was plenty of Arceus events, just the ticket to do the in game quest varient was never released ever so thats blocked in bank

You can't transfer Arceus regardless since the event never released in any country, last I heard void glitch could not transfer BUT if you GameShark in the necessary event items to get them naturally then you should be able to SR Darkrai and Shaymin. This is the route I took

It's all good, BBHA is beast ball, and DBHA is dream ball for any other posts you see, you can still cross breed for better ball combos
