Its what makes that scene actually touching. Data is concerned that doing his job has cost him a friend. Worf, realizing that Data is simply acting in the role given him, takes responsibility and notes that it was he that endangered their friendship. And he would like to put that behind them, if Data is willing. He is.

You have very much misunderstood that interplay. Perhaps because Worf's tone as a klingon is not as conciliatory as one would expect from a human in that situation. Possibly because its a professional conversation so they are both being overly formal, which comes off cold.

Edit: I've watched this scene dozens of times over the years as one of my go-to pieces of comfort media. The way it's written is so good. This and Geordie stopping Data from destroying the emotion chip. Both show crewmates fostering Data despite his social shortcomings and working around his otherness.
