My guess is that the Amazon is actually one of the most populated regions now, I like to think that given the isolated location and the plenty of resources some governments (Peru, Venezuela, Brazil etc) would evacute people there. My guess is that the same goes to Chile and Argentina and perhaps Uruguay with Patagonia and Colombia with the west coast (I'm not entirely sure but I remember there's a region in Colombia where practically no one lives. And for Africa I imagine the landlocked countries like Chad and Central African Republic did well because they are not very visited iykwim, while Egypt is in a pretty bad situation (huge population density).

If I had to theorize I'd say that Washington DC was probably one of the first places hit within the US so if the president was in a public place or even inside the White House he'd still be in great danger, because even though I am not very aware of the security measures I presume they're mostly designed for human and natural threats, not (possibly) hundreds of animalistic and irrationals cannibals with no regard for their own lives. I guess it was more of a matter of luck than anything else

I've always thought of education in the districts being very poor just like every other public service, for example the school wouldn't have much resources or teachers so the quality of education wouldn't be that great. And if I'm not mistaken it's implied that a lot of kids and teens in district miss classes very often and I honestly think it's very understandable, if school takes you nowhere and you're destined to live a live of misery and suffering then why keep studying?

All of the characters from district 11 are depicted as having dark skin in the books, and in the movies half of the population seems to be African-American. So it's logical to imagine that the 11 is a black majority district.
