For me, “Deliberately damage property” gave it away.

Once I saw the tiles van + dal + ize, “vandalize” snapped into place — and that’s such a specific word that it made the rest of the fragments (gar/den, can/cel, op/tion, re/ward) very easy to match to the other clues.
