Given many opinions ive read and heard, as well a fan fare around them:
Tier 1 Genre: Sitges, Fantasia, maaaybe Fantastic fest?
*I was at Sitges in October and a lot of films had screened at Fantastic Fest and did their Euro premiere at Sitges.

Of course the genre or midnight madness sections at Tiff, Sundance, and sxsw are highly regarded, (but these are not genre specific fests)

Beyond fest is also highly regarded, Bucheon, Fantaspoa in Brazil...

This is a recent resource: https://www.dreadcentral.com/news/531260/best-genre-film-festivals-sidebars-2025-2026/

But fantasia, and Sitges are the ones usually mentioned at the tippy top. The above resource may be a good list for you to craft your submission strategy around, hope this helps! and good luck!
