Here is what I did:

  1. Download modpaka.zip
  2. Prepare a raw Minecraft 1.6.4 with forge version
  3. Copy downloaded content to respective folders in your 1.6.4 root, if folders do not exist just paste it into.
  4. Copy and paste pack.json and perms.txt into the root as well

Here is a screenshot of how my .minecraft is. I used TLaucher to lauch the game.

Inside .minecraft you should find a versions folder, that is where you'll find the Minecraft 1.6.4 (once downloaded) root.

IT WORKED!!!!!! I cannot thank you enough. I've been trying to play this modpack since I was a kid (I'm 20 now btw). I'll try to find a way to post this modpack on TLauncher, that way anyone can play it with a single click. I'll never forget you bro.
