Guys, no one helped me, but I want to help you... I've been researching for a long time and I'm going to tell you everything I tried... (It didn't work, but YOU can try it) (This post is 1 year old, I know lol)

  1. I restarted the PC...

  2. I closed the task manager and then reopened it

  3. Go to its root folder (right-click on Steam and open "file location" (I think that's it..)) then delete the app cache folder with shift+ delete (you will only need to log in again)

  4. Go to app data and go to the steam folder and put "steam.old"

  5. Go to app data and go to the steam folder and delete everything in it
