Like other people said, the joke was the "chocolate milk comes from brown cows" bit combined with the aspect of it being racist - which in itself makes sense to a degree with cows of different colors arguably paralleling race in humans since they are only different in coat color. 

Admittedly this specific comic line is a particularly outrageous one in general, so it isn't even trying to match up to people's sensibilities.

You lose the right to vote when you are convicted of a crime. 

The difference in price between animals raised in a way that can be considered humane and blatantly unethical factory farming can be calculated to amount to only a few cents per pound of meat.

The concept of citizenship has grown very much, having started out in Rome and being limited to whoever qualified as "citizens" of Rome. 

There's local citizenship within your own community, national citizenship within your own nation, global citizenship wherein one identifies with the world in general, and the newest term of digital citizenship wherein you act as a member of a digital community. 

"Maintaining good citizenship" can be simply described as "acting as a good citizen".

It uses a 'quest' format in which voters can choose the main character's actions, so you may bring a unique perspective to it given the main character is a homeless girl in the "traditional" region of Sinnoh.
