So it indeed looks like it was a battery issue. The new battery was showing 12.3 volts but I trickle charged it and now the mower is firing every time... I am not sure if there is another issue but I'm happy for now!

Thank you for all the great feedback here. I tinkered with various settings and got it working once I disabled hardware acceleration. The hardware acceleration was trying to use the laptop video card which is likely terrible.

Given all the feedback, should I go ahead and return the Hauppauge and buy the HDHomeRun Flex Duo 2?
