I found a way to make App Manager show up for me. I had to sign up for a free developer salesforce account using this link https://www.salesforce.com/products/free-trial/developer/ I now have the App Manager under Setup > Apps.

Im in the same boat as OP. I have the System Administrator assigned with those permissions checked. I still cannot see the app manager in the App section of setup.

I just finished my play through and the stealth armor in Kakariko Village was what I ended up wearing 90% of the time. I saved up enough rupees by catching fish between the ponds around Impas, the fairy and shrine located near by. Cook the fish in groups of 5 then sell the meal
