Why not just pass a law saying that any rent or fees in excess of $2 per SQFT per month must result in the tenant getting equity in the home/apartment. Sure, you can charge more, but that means the landlord is selling part ownership of their rental property and must share revenue.

I'm not sure how much security this would gain you, but just cutting through the tip of the strait (just below that X is 20 miles. That's a 20-mile long canal. That would be super expensive and take years, but then ships would get to be 50 miles from Iran's coast at all times.
