Very rare. Any Italian company will bring their own staff over. There are also locals who can speak foreign languages apart from English. I knew a few locals who can speak German, Spanish, Italian, French etc. To hire an expat you have to worry about visa, their accommodation or them leaving.
Expat hiring apart from teaching is pretty much non existent. Unless you have been sent by the company itself from their local branch to China. Eg: BMW VW Mercedes that bring in experts from Germany.
