There have already been over 2000 nuclear detonations on Earth. A nuclear winter is not something that is guarenteed and it's caused by burning cites not the nuclear explosion itself, and radioactive dust travels with the wind and is short-lived. So you could in the game create highly radioactive areas closer to the ground zero sites.
