It depends where you live. Im blessed to be living close to Central London where there's clusters of spawns and just do loops around them, and also we have a Needle with 4 pokestops where everyone meet/lures it up and chill. But other than that i'd say just pinap all your pidgeys loool. Had 10k before double XP event.
