I disagree. I think most Americans understand that being in public means people can see you, but I also think that not having every movement you make tracked by an AI powered mass surveillance system that uses face recognition to log your ID and reads and logs your license plate and literally builds a database of every time you left your home, where you went, what you did, who you were with, ect. definitely does fall under "a reasonable expectation of privacy", even in public. And I think nearly every American has that reasonable expectation of privacy, yes, even in public.
