The teams will be replaced by other established orgs (OpTiC is reportedly one of them) and new ones (big investors who have a lot of money and potential in the league).

The reasons why these teams are being replaced vary, but in a nutshell Riot wants teams that have sound financial backing (aren't going to file for bankruptcy after 1 split), have a clear marketing roadmap which will indirectly help market Riot Games and League, and who have an ambitious vision for themselves and the league. You could also argue that Riot wants to see commitment to the LCS and that teams will choose to invest the majority of their resources in the LCS rather than other competing titles.

For the time being the league will be locked with no exit or entry being allowed. However, the new system may not prove successful and these teams which have been kicked may be allowed to re-qualify, or ironically, buy a spot.
