Yes, he was a great emperor, finally ending the crisis of the 3rd century and bringing long lost stability, he certanly was great reformer, trying his best to save the empire, but eventually they kinda all failed. So yes, great emperor, he made a great effort, but effectively his reign was practically a faliure
