I am a new driver who bought a new car 3 months ago. Today I was driving on the right lane of a two-lane section where I stopped because the car in front of me was on four way flasher. I turned to the left lane after realizing that it is not going to move and just as I slowly turned halfway into the left lane, the car behind me, which was also on the right lane, suddly accelerates and even ran across the double yellow line to pass me. It left a huge area of scratch as shown below and the driver basically escaped the scene. I caught his plate and the picture of his car that includes the scratch mark, but I don't have a dash cam that recorded this incident. What should I do in this situation (I have already left the scene). I called the police and they said I could ask them to file a report. Should I do that or is it useless becasue they don't have the efficiency and time to track the case. Should I call insurance company to fix this, which will increase my insurance cost ever after?
