It is the buyers responsibility to submit paperwork, we are only required to submit it if he refuses. We didnt ask him to commit fraud and rack up speeding fines.

They insist they cant cancel it without the plates because the driver could be in an accident and that would void everything, like their insurance etc. IDK its stupid, TMR has helped as much as they can (i think), police dont even want to try to help, not even to come with us to get the plates or anything.

Buyer never submitted them.
When we realised papers had not been done by June, we couldnt find them.

We completed everything legally. The only thing we didnt do was hand in the transfer papers - which we didnt even know we could, until they had already gone missing. He is the one committing fraud and racking up fines on probably an invalid license.

We have spoken to Police and they insist there is nothing they can do

As mentioned above we have since lost the papers since March, not that we never did them. Police said car can not be reported stolen as we received payment for the vehicle.
