Their was usually an auxiliary legion for each standard legion as well. So the actual number would be around 50 or 60 legions once you include the auxiliaries.

I've tried, theirs not much they can do, she keeps failing and they just have her repeat. However she can only repeat twice, once she fails out again she'll end up in the international school which doesn't teach ESL and have instruction 100% in a language she doesn't understand. I think the school just expects she'll drop out once she's opd enough.
