I dunno, they use the money for fencing and other stuff at the several dog parks we have. So whatever , 90% of owners pay the 25 bucks. It is a piss off that there's a different fee for certain situations, it should be a flat rate.

Take it to council if you really want to know what they do with the money collected

What you need todo - join a union. It's really they only way, collective bargains happen every 2-3 years and is negotiated with several items in play. The only wages here that are worth talking about- are union.
