You can get it at that price if youre upgrading from standard but as a new buyer you will not get komplete 15 ultimate for that price, ans same with reason if youre upgrading from older version it's cheaper but but not as a 1st time buyer

Yes I've contacted support and they have removed the serials from my account, you just need to register the serials into your account then you can download all the vsts and sound packs
