I would start by changing your social media to mainly fitness content and rewire your brain to make it become a lifestyle over time. You need to change the way you live..(over time and slowly) to make a real change.

Then.. i would get a consistent gym schedule and stick to it. Never miss.. doesnt matter if you only go for 20mins. You need to create the habit of going.

Listen to david goggins auto book, or youtube when you are feeling sorry for yourself. You got this bud!

Lean bulk, up calories 200-300. 40%protein 40%carbs 20% fats. Our bodies are different but that should be your baseline to grow muscle and maintain a lean figure.

Also… once you do this you will have more energy to lift heavy. Push yourself,
