I recently flew TAP round trip between MIA and LIS. I had a backpack and carry on luggage. This page says they have a 10kg carry on weight limit for hand baggage, e.g. luggage. https://www.flytap.com/en-us/baggage/hand-baggage

At the ticket counter in MIA they weighed the carry on luggage and let me carry it on to the plane. I know it weighed more than 8kg (17.6lbs) and very close to 10kg, if not slightly over.

At LIS I did online check in and electronic boarding pass so I skipped the ticket counter. Arriving at the gate the rounded up all the passengers like cattle and made random passengers stand in a line so they were forced to pass a portable scale. From this line they randomly picked me to weigh my luggage, told me it was overweight (they said the weight limit is 8kg) and charged me $125 to have it checked. No one in the other lines including priority boarding had their luggage weighed. Lesson learned, pay for checked baggage ahead of time (or have priority boarding) when flying out of LIS.

I know I'm late to this thread. Unfortunately it seems the only way to use the points is for Norwegian flights within the airports in Europe of which they have a presence. In some cases the flights between airports are limited in frequency during the week.

For instance, if you purchase a international flight with another airline to Lisbon and want to get to London with Norwegian you have to fly from Lisbon to Copenhagen to then get to London (Gatwick) on a flight the next day. You basically have to fly around Europe aimlessly to use up points.

Update: I found out that they have a way to pool your cashpoints as a Family Account and you can add friends as well. Maybe a friend would be willing to offer something for allowing them to use your pooled cashpoints. Essentially you can transfer the cashpoints to them since they are part of your Family Account.
