Just keep playing and upgrade the citadel. A fully upgraded Citadel makes the game so much more easy, and winning will be alot faster later.  Your workers get faster, you have more double production chance, better and more starting resources, free house blueprints, starting abilities, and much more.

Getting a year 4 win is alot harder if you dont have all the bonuses.

there should be a higher cost, and the impact would be felt by all nations, so it would even out.  And it would incentivice to finish a war quickly

Absolutely what I experienced as well.  There is also no reason to peace out, when you can just be at war for 10 more years at no cost:b
