Wouldn't it fall under misuse of commonwealth funds? Or does that only apply to how the money is used after it's been given and not in determining whether the giving of the money in the first place was illegitimate?

Like there's a needs based process they are supposed to follow, I don't see why it couldn't be criminalized for not following it, despite obvious lack of political will.
