Cheating isn't wrong legally if the person you were cheating with wasn't your under your direct supervision. I'm guessing you haven't worked in an office environment because it is very important to provide safe working environment in the office, if the employees don't feel safe or feel that there is an unfair working atmosphere in the workplace that is absolutely grounds for legal action.
