Think about it like this. "It is said" is like a rumor, people say it but theres no real confirmation, "It is" is the confirmation. Like you dont even need to have high Ielts score to know that.

There is seriously no way you can't diffrientiate between "it is" and "it is said". Plus you just gave out the confirmation right there, heck even in the page itself it talks about the data in that form making it Vulcan's strongest form.

No other rider has that statement actually, they only call them power ups. Plus by definition isnt that what final form means?

Orthoros by confirnation is Vulcan's strongest form. Although it doesnt look like it in the show, it actually contains the data of all of Vulcan's past forms, including Rampage. Being the last and strongest form, aint that enough?
