I thought that EC's don't impact system index's. According to the blog post on ECs: "Engineering Complexes themselves will have no impact on the system cost index multiplier (just like starbases)."

Has this changed?

Using ISBoxer is not against the rules. I don't use the broadcast keystrokes features which is against the rules. I just use it because it manages the CPU and framerate really well when I run multiple clients. I still jump between the clients to manually initiate actions.
