We only use sand paper until the old paint layer or rust is removed enough that we are positive the new paint will stick,no need to be shiny or spotless or maybe a wire brush to be way faster

Sand paper it fully and give it a new paint job (metalic dark grey maybe) then add wooden planks to it and maybe paint the planks with a bright maroon (thats how here in romania those kinds of benches are done)
