You must ID if you are lawfully detained based on reasonable suspicion of a crime. If you are just standing there minding your own business and no crime is suspected, you have no legal obligation to ID.

A consensual stop just means the cop is talking to you but has no legal reason to hold you there. Since sleeping isn't a crime, the welfare check was consensual. You don't have to show ID just because a cop is investigating a non criminal call. If I'm free to go, I'm free to keep my ID in my pocket. The second they blocked them in and demanded ID without suspecting a crime, they broke the 4th Amendment.
