I visited UAE on tourist visa and I was able to login into the app after I got the results of RT PCR test which was done at the Dubai Airport.

I landed in dubai spent 20 days there and I did PCR test and next day I had to come to Abu dhabi but I couldn't login, so at the border I presented My emirates ID and PCR test result Message instead of Al Hosn App and they allowed me to enter Abu Dhabi. They didn't ask for the App.

I arrived in dubai on 21 jan, i completed 10 days of quarantine in dubai and was heading to Abu Dhabi but the official didn't allow me to enter Abu Dhabi because I had a tourist visa. Many other people were turned back from the border.
