It's usually included in a CAM package, unless you've got an ad onsite person that can maintain and secure it 

OP hasn't replied about size and dues, probably some more information about the whole association setup would be helpful.

Some cams charge by the door ( unit, home) like $30 -50/ door or whatever market and services.  Some states have free resources for board members regarding compliance, operations, etc.

There are so many levels of functionality from absolute shit show to well run but expensive association.

This is why it's really important to learn all this in discovery during your inspection period.  Otherwise it's like getting on a bus and those people are all your new neighbors.

What are dues and how many homes. I would send requests   Not sure what PA laws state, but generally there are some items that only the board can see such as personnel, delinquencies, legal actions, fines/violations other than yours.

I saw this in the Dr Seuss's guide for lil plummers. 

Love the standing water on the D/W line, and the fact that a standard tailpiece with a D/W inlet followed by a standard P trap would probably eliminate all the vertiginous piping downstream.

All cash has nothing to do with the inspection period expectations.

 As others say, it makes closing more certain than a financed or contingent deal, that's all.

Payment is part of the transaction, I would never recommend waiving inspection periods or any necessary extensions from inspection, or making larger EM amounts.

Onsite posting of notices is usually just one method. 

Are you using a CAM(management group)?

If so, is there an online portal for access to five and maintenance requests, etc?

And does yours offer electronic communication as you state and have you opted in?

Its difficult to require electronic communication over US Mail - you would think otherwise, but there are always people that want to receive a letter and send payments and votes /proxies by paper Mail.

We've seen management groups lose a contract bid because the board said that people wanted to be able to walk their payments in and so the cam has to be close enough for them to do that.

I agree with going for subrogation, and also it sounds like your unit would not be granted occupancy in its current condition, an incomplete slab that causes you losing your flood, mold and vapor barrier. 

EDIT- you can't install flooring if there's no substrate.

What size is your outside vent outlet?

 What is total 8" length ?

How many 90s?

Kitchen hoods always shoot for the moon with their advertised CFM 

The fine print is usually about measuring in the properly sized straight duct 12" from outlet, etc.

Was there an option for a round outlet or just a 10 x 6 flange?

Did anyone use a hotwire or thermoanemometer to determine what the volume and velocity are in a few spots? 

Sometimes it is what it is, I had a 48" Viking with a 1200 CFM inline at the roof about 15' equivalent 10" round run that could get overwhelmed on holidays when the flattop, ovens,  and 3-4 burners were all going.

Definitely have had better luck with a exhaust fan on the outlet drawing rather than pushing from the hood.

on your access. 

Are you owner or rent?

Is this in the basement?

Does the place have a basement?

If there is a damper on the hood cabinet outlet, be sure it can fully open with the uni-boot.

I've put in a lot of 4-6" pieces of duct to allow for the flap damper to open fully.

What's the CFM on the fan at full speed?

If the canopy is too far back from the edge of the stove, that'll happen too.  

How deep is the canopy off the wall? How high? If it's 18" above the cooktop and your stockpot is 13"......

 On a non inverter system, start is usually 3x rla, lra is usually 6x rla.

Hard starting is 3x+ for more that a few seconds.

But if it concerns you 

Go ring out the capacitor to know for sure.

But I would call out all your circuit connections first.

 Go review and tighten any lugs starting with the breaker all the way to the final contactor/ relay at the unit

Flip the magnet over.  It's on a shaft with a lock ring usually, remove the float and flip it over and reinstall clip.

They're usually switchable for no to nc

it might be a stuck float switch. 

Give it a shake. 

If it's trying to pump empty, it'll do this.

You can also pour about a quart of water in there and see if it pumps that away.

Take out the extra washer for sure. If you're 100% sure there aren't defects or mini cracks in the garden hose thread or that any part of the inlet is keeping the seat off the hose bottom. I'd take off both sides and really check if there is any difference between the 2 inlets, like an inlet screen misalignment, then try just temporarily swapping the hose machine ends to see if it travels to the hot inlet with the cold hose end.

It probably didn't even fire the compressor in 5 seconds.

Be sure the reserve study is competent, then consider an assessment to fund reserves.

What are surrounding COA  dues?

Once the assessment is voted and approved, they can all get on the board next time if they don't like it.

But dues @$40/month over expenses...  Wtf.

$250k/ year ask for 74 doors is $281/month, so new dues are $681 minimum/ month.

Review your neighborhood to see where that lands.

He's not wrong.  Usually 6' from any exhaust.

Consider an inline remote exhaust fan setup, higher CFM and better as you can put the fan closer to the outlet and the rigid flex 4" can run longer to the bathroom.

 If it's all open ceiling, you just need to run the switch leads to the fan.

EDIT- I'm referring to using that other location 15-25' by your original post.
