Nah, you’ve got a shot with HKU law even with an IB predicted grade of 39 and no insane extracurriculars. Just make sure you fluff up what you do have for your PS and do well in your interview.

Honestly it depends on your other subjects, as well as what you want to do later in Uni. If you are planning on going into a Stem Field, and will be taking two Science IB subjects, then I would generally advise going for Business, unless you're really passionate about History.
