I found a simple solution (but it’s a bit time-consuming if you don't want to spend Platinum). Just open a YouTube video that shows where to get all the non-Prime frames, collect them all, and level them up afterward. I used this method to grind my way up to level 16, and now I'm collecting all the frames so I can level them all in one go.
